It seems that one of the episodes in the upcoming series will be set in Victorian times.
According to South Wales Argus, the Who crew have been filming in A Victorian terraced street, aptly named Victoria Place, with actors in period costumes.

PART of Newport was turned into a film set this evening when BBC cameras were set up in Stow Hill.A group of people in Victorian style dress were walking up and down Victoria Place preparing for filming for the next series of BBC One’s Doctor Who at about 5.15pm.
This is not the first time the Cardiff based production has used Newport for its outside locations. Previous Doctors have been filmed in St Woolos Cathedral, Duffryn High School (knowing its reputation, I am wondering if the pupils were the threat?), Tredegar House, a very stately home on the edge of the town, and a local record shop.Episodes and references can be found here, again from The Argus.
